Mascot, animal, logo scarf or keychain, and why each one is a toy in US law
A venue's plush usually takes one of four forms: your mascot, made from your artwork; the animal your visitors came to see; a plush animal wearing your logo on a sewn-on shirt or scarf; or a small plush on a clip or ring. We have had plush animals made for a Christmas light attraction's gift shop, shipped with its lights. US law treats a soft plush animal sold in a gift shop as a children's toy, for every age, including the very youngest. An age label on the tag does not change that, and neither does calling it a collectible, so every plush we quote is quoted as a children's toy. Eyes and noses are embroidered unless the lab's results on the production sample clear plastic ones. There are no buttons, beads, bells, pompoms or loose bows, and shirts and scarves are sewn on. A plush with a voice box or lights is a different product, and we do not quote it.
Used for
- Your mascot as a plush, made from your artwork, for the gift shop of a Christmas light attraction, a zoo, an aquarium or a theme park
- A plush of the animal your visitors came to see, for a zoo, an aquarium or a wildlife park
- A plush animal wearing your logo on a sewn-on shirt or scarf, on the shelf beside your beanies, blankets and cups
- A small plush on a clip or ring, for the counter by the till
Bought by
- Venues and attractions that sell plush in their own design in their own gift shops
- Retail and merchandise managers who plan the season's plush with the rest of the order
- Not a fit: a giveaway needed next week, a single custom piece, or a character you do not hold the licence for
Materials
- The fabric and the fill named by the factory on the spec, and the fill named again on the sewn law label
- Eyes and nose embroidered, unless the lab's results on the production sample clear plastic safety eyes
- No buttons, beads, bells, pompoms or loose bows, and shirts and scarves sewn on
- A written declaration from the factory on the chemistry of its fabric, fill and plastic parts

- Your logo embroidered on the plush, or on a shirt or scarf that is sewn on

- Your own brand label or hang tag, beside the three sewn labels every plush carries
Packaging
- Bagged or boxed one by one for the shelf, with a hang tag and your barcode or SKU label
- The tracking details printed on the packaging as well as sewn into the plush
- Cartons marked with the design and the count, and a packing list for every design
The importer's paperwork, step by step
The paperwork for a plush follows whoever imports it. The guide sets out who does each job, what the lab report covers and how to read it, what the broker files at entry, what each sewn label says, and which states register stuffed toys.
From your drawing to a carton of plush
Your artwork becomes a pattern, a first sample and the sample you sign off, then a production sample for the lab, the run, and a check against the approved sample before the cartons close. The factory needs something from you at most of those steps.
Before you ask
The spec sheet we send the factory
These are the fields we ask you for. Fabric, eyes and size are your choices on this sheet. The factory patterns, samples and quotes against them, so a fuller sheet brings the first quote closer to the real one.
What it is
Your mascot from your artwork, your animal, a plush animal wearing your logo on a shirt or scarf, or a small plush on a clip or ring.
Artwork and views
The artwork or photos, front, side and back views if you have them, and colours as Pantone references. Your written authorisation for every mark on it, and the licensor's approval of the factory for any mark you license.
Size and pose
How tall, sitting or standing, and whether it has to fit a shelf, a basket or a display.
Fabric and fill
The look and feel you want. The factory names the fabric and the fill on the spec, and the fill is named on the law label. No fibre wording goes on a tag unless the full fibre content is given.
Face and details
Embroidered eyes and nose by default, and plastic safety eyes only if the lab's results on the production sample clear them. No buttons, beads, bells, pompoms or loose bows. Pellets only in a sewn inner pouch, and only if the lab report covers them.
Logo and clothing
Embroidered on the plush, or on a shirt or scarf that is sewn on, with colours as Pantone references.
Labels
A sewn tracking label (where, when and in which batch it was made, repeated on the packaging), a sewn "Made in China" label, the sewn law label some states require, reading "All New Material" with the fill named, and your own brand label or hang tag if you want one.
Who buys it in your shop
Stated for the record, but every plush is quoted as a children's toy for every age, including the youngest.
Keychain hardware
For keychains only: the clip or ring you want. It goes to the lab with the plush, and the customs broker confirms how the keychain is entered, on its final spec, before the first order.
Retail packing
A bag, a hang tag or a box for each piece, your barcode or SKU label from your own system, and what the tag carries.
Designs and quantities
Each design and colour, with the quantity of each, and whether it is a design you keep or a season edition.
Approvals
The first sample in photos or in hand, your changes and sign-off, the production sample to a CPSC-accepted lab, the report before the run ships, and the run checked against the approved sample.
Factory paperwork
Where its fabric and fibre were made, a written declaration on the chemistry of its fabric, fill and plastic parts, and any cotton part traced back to the bale.
Importer and entry
Who imports the plush (we do, unless another plan is agreed with you), the Children's Product Certificate from whoever imports it, the broker for the entry and its filing, and a note that your logo makes you the brand owner.
Packing, shipping and dates
Plush per carton, carton marks and a packing list per design, whether it travels with your lights or other merchandise, the day it has to be on your shelves, and the delivery address, with or without a dock.
A plush on a keychain: still a plush
Custom plush keychains are small plush on a clip or ring. A plush keychain is still a plush, and still a children's toy. The clip or ring goes to the lab with it, and the attached parts follow the same rule as the rest of the plush, and the run is checked by pulling on them by hand.
The customs broker confirms how the keychain is entered, on its final spec, before the first order, because the clip can change it.
Price
What sets the price of a custom plush
We do not publish a plush price. It turns on the design, the size, the fabric, the labels and how many you order of each design, so you get a landed cost, line by line.
The design
How much detail the plush carries: its shapes and colours, how many pattern pieces it takes, and how much of it is embroidered.
Size and pose
How tall it is, and whether it sits or stands.
Fabric and fill
The look and feel you choose, which the factory names on the spec.
Embroidery or print
Eyes and noses are embroidered. A logo or a pattern can be embroidered or printed, and the two are priced differently.
Shirt or scarf
Whether the plush wears your logo on a sewn-on shirt or scarf, and how that is made.
Labels and packing
The three sewn labels every plush carries, your own brand label or hang tag, and a bag or box with your barcode.
How many of each design
Each design is patterned and sampled once, and that setup is spread over every plush in the run.
The lab report
A production sample of your exact plush goes to the lab, and the report is its own line on the quote.
Landing at your shop
Ocean freight, the customs entry and delivery to your door, each on its own line of the quote.
Itemised on the quote, hidden in a unit price
- A second sample, if the first needs changes
- A new lab report, if the fabric, the fill, the eyes or the factory changes
- Retail bags, boxes, hang tags and barcode labels, if the plush goes straight onto the shelf
- The broker's fees for the customs entry, and delivery from the port
Timing
Work back from the day the plush goes on your shelves
We do not publish a production window for plush. The steps run from your artwork to a pattern, a first sample, your changes and sign-off, the production sample at the lab and its report, then the run, the cartons and the crossing. The lab report and the sewn law label have to be ready before the plush ships, so the lab step sits well ahead of your season. For a reorder, the quote says whether it can run from the approved sample or needs a new one. If the fabric, the fill, the eyes or the factory changes, the plush goes back to the lab.
How the date is set
The date your design has to be signed off comes from the day the plush has to be on your shelves.
- Tell us the design, the quantity and the day the plush has to be in your shop.
- We work back through the pattern, the samples, the lab, the run, the cartons and the crossing, and tell you the date the design has to be signed off.
- The landed quote follows, itemised line by line.
What goes wrong
Before it ships: the lab, the labels and the importer's paperwork
A production sample of your exact plush goes to a CPSC-accepted lab before the run ships. If there is no report, the plush does not ship. The lab runs the toy standard's checks for stuffed toys, including the small-parts tests for the youngest age group and the seams, and checks the plastic parts and any printed logo for restricted chemicals. Each plush carries three sewn labels: a tracking label with where, when and in which batch it was made; "Made in China"; and the law label some states require, reading "All New Material" with the fill named. The Children's Product Certificate from whoever imports it rests on our lab report, and who imports the plush is settled with you before you order. The broker files its details when the plush is entered. Your mascot or logo goes on only with your written authorisation, kept with the order, and a character, team or sponsor mark needs its owner's written approval of the factory. Before you commit, we ask the factory where its fabric and fibre were made, for a written declaration on the chemistry of its fabric, fill and plastic parts, and for any cotton part to be traced back to the bale. Your logo makes you the brand owner, which some state chemical rules look to, and the quote says so.
Common failures
- Eyes or a nose that pull off
- Stuffing or pellets escaping through a seam
- A scarf or shirt that slips off
- A run made with a fabric the lab never saw
- A missing law label, found by the shop once the plush is on the shelf
- Logo colours that drift from the Pantone references
Buyer mistakes
- An age label on the tag treated as a way round the lab
- A character ordered without the licence for it
- A change to the design after the lab report, which sends the plush back to the lab
Inspection checklist
- The run checked against the approved sample: shape, colours, face and logo
- Eyes, nose and every sewn-on part pulled by hand, on plush from every carton
- The three sewn labels found on every piece
- Retail packs and barcodes checked against your shop's instructions
- Carton counts and marks checked, and photos taken before the cartons are sealed

How it gets to you
- Shipped by sea from China in cartons, with carton marks and a packing list for each design
- As an option, the plush can travel in the same container as your lights or other merchandise
- Our broker files the customs entry when the shipment lands, unless another plan is agreed with you
- Delivered from the port to your shop or warehouse, with or without a loading dock
Each step of the landing is priced on your plush and set out on the quote. How that works Add up a landed cost
What we do on an order like this
- We turn your artwork, or the animal you want, into a spec sheet that the factory patterns, samples and quotes against.
- Before you commit, we ask the factory where its fabric and fibre were made, and for a written declaration on the chemistry of its fabric, fill and plastic parts.
- A production sample of your exact plush goes to a CPSC-accepted lab before the run ships, and we check the run against the sample the lab saw.
- Your logo goes on only with your written authorisation, and any other mark only with its owner's. You sign off the sample, and we handle the paperwork that lands the plush.
Questions
Asked before ordering custom plush
How much does it cost to have a custom plush made?
It depends on the design, the size, the fabric, what is embroidered or printed, any shirt or scarf, the labels and packing, how many you order of each design, the lab report, and the freight and customs entry. We do not publish a plush price. The quote puts each of those on its own line, and the landed cost calculator on this site adds them up.
Where can we get custom plush made for our gift shop?
Promotional suppliers sell stock plush animals from a catalogue, often with a logo printed on a shirt, which suits a shop that needs plush soon. A plush of your own mascot or animal is made to order, which suits a venue that plans its season ahead. We run that second route, with factories in China.
How is our mascot drawing turned into a plush?
Send the artwork, with front, side and back views if you have them, and your colours as Pantone references. The factory turns it into a pattern and sews a first sample. You see it in photos or in hand and ask for changes, and a second sample follows if it needs one. Nothing goes into production until you sign the sample off.
Is a plush sold in our gift shop a children's toy?
Yes. US law treats a soft plush animal sold in a gift shop as a children's toy, for every age, including the very youngest. An age label on the tag does not change that, and neither does calling it a collectible. So every plush we quote is quoted as a children's toy and built for the youngest age group.
Who issues the paperwork a children's toy needs?
Whoever imports it. We import the plush and deliver it unless another plan is agreed with you, and that is settled before you order. The Children's Product Certificate from whoever imports it rests on the lab report from the production sample, and the broker files its details when the plush is entered. We arrange the lab, and the test paperwork for your order is discussed and agreed with you before you commit.
What labels does each plush carry?
Three, all sewn in: a tracking label with where, when and in which batch it was made, a "Made in China" label, and the law label some states require, reading "All New Material" with the fill named. The tracking details go on the packaging too. Your own brand label or hang tag can go beside them.
Should the eyes be embroidered or plastic?
Embroidered, by default. Loose eyes are one of the commonest reasons a plush is recalled, so the eyes and nose are stitched unless the lab's results on the production sample clear plastic safety eyes for your plush. Either way, the plush that ships has the eyes the lab saw.
How do we keep our plush out of a recall?
Ship the plush the lab saw. The production sample goes to the lab before the run ships, nothing on the plush pulls off, and anything that changes after the report (the fabric, the fill, the eyes or the factory) sends it back to the lab. Before packing, the run is checked against the approved sample, with the eyes, nose and sewn-on parts pulled by hand.
Can our logo go on a plush animal's shirt or scarf?
Yes. Your logo can be embroidered or printed on a shirt or scarf that is sewn onto the plush rather than tied on, or embroidered on the plush itself. It goes on only with your written authorisation, kept with the order.
Can you make plush keychains?
Yes, as a small plush on a clip or ring. It is still a plush, and still a children's toy. The clip or ring goes to the lab with it, and the attached parts follow the same rule as the rest of the plush, and the run is checked by pulling on them by hand. The customs broker confirms how the keychain is entered, on its final spec, before the first order, because the clip can change it.
When should we order plush for next season?
Work back from the day the plush has to be on your shelves. The lab report and the law label's details have to exist before the plush ships, so the lab step sits well ahead of your season. Ask for the quote in spring and sign off the sample over the summer, and the quote shows the date the design has to be signed off.
Can the plush ship with our lights or other merchandise?
Yes, as an option. Plush can travel in the same container as your lights, beanies, blankets or cups. Each design gets its own carton marks and packing list, so your stockroom can check it in.
Can you make a plush of a character we license?
Only if you hold the licence and the licensor approves the factory in writing. A purchase order is not a licence. The same goes for a team's or a sponsor's mark.
